MADILL – The TIF review committee appointed by the Marshall County Commissioners voted unanimously Monday to recommend the proposed Tax Increment Financing (TIF) project plan for the Pointe Vista at Lake Texoma development. The project plan now heads to the County Commissioners for a final vote following two required public hearings.
The approval from the TIF Review Committee follows months of public discussion and analysis of the project’s potential economic impact, including infrastructure improvements, job creation, tourism growth and increased tax revenue for schools and local services. The TIF Review Committee, chaired by County Commissioner Chris Duroy, is comprised of Marshall County residents representing local businesses, public education, emergency services, public health and more.

The TIF structure will allow substantial infrastructure upgrades and education funding for the county without creating any new taxes on residents.”
A TIF is a common economic development tool that helps fund critical infrastructure such as roads, utilities and public spaces by reinvesting new tax revenue from the development itself. A TIF does not raise taxes on residents, instead allowing Marshall County to unlock investment and create long-term benefits for the entire community by utilizing new revenue from development projects.
The TIF district would enable the developer to pay upfront for critical infrastructure – such as roads, utilities and a new water treatment facility – with partial reimbursement coming from a portion of the new tax revenue generated by the development. The remainder of the new tax revenue would deliver hundreds of millions in long-term funding for Marshall County schools and local county services. Estimated revenues over a 25 year period project $133.4 millionfor Marshall County, $140.5 million for local schools, $7.4 million for EMS and $6.1 million for the Marshall County Health Department.
“The TIF Review Committee was tasked with carefully evaluating whether the Pointe Vista proposal is a good long-term investment for Marshall County – and the answer is yes,” said County Commissioner Chris Duroy, chair of the TIF Review Committee. “We’ve had thoughtful discussions, heard from the public and reviewed the project plan. This plan brings major private investment to our community without raising taxes, while delivering infrastructure improvements, job opportunities and critical funding for schools and services. It’s the kind of smart, responsible growth our county needs.”
Located on the shores of Lake Texoma, the Pointe Vista project proposes a mix of hotels, residential neighborhoods, restaurants, local businesses and family amenities to attract new visitors and residents to the area. The Pointe Vista development is projected to bring over $167 million in annual economic activity to the area.
The formation of a TIF district, outlined by Oklahoma state law, requires a majority vote by the County Commissioners of Marshall County. Two public hearings will be held ahead of the vote.
